New fish species offers literal take on 'hooking up'

Fishing hooks aren't the only hooks found in east-central Mexican waters.

A new species of freshwater fish described by a North Carolina State University researcher has several interesting ? and perhaps cringe-inducing ? characteristics, including a series of four hooks on the male genitalia.

Females of the new species ? the llanos mosquitofish, or Gambusia quadruncus ? also have distinguishing characteristics, including a colorful anal spot.

A paper describing the new species, which lives in a diversity hotspot and seemingly branched off from its closest relative more than one million years ago, appears in the Journal of Fish Biology.

Dr. Brian Langerhans, assistant professor of biology at NC State and the lead author of the paper, says that these interesting characteristics may play important roles in mating control and success.

While more research is needed, Langerhans says that four-hooked genitalia on males can serve a purpose when females attempt to block or restrict mating attempts.

"Typically, reproduction is more costly in females, so females favor ways of reducing mating with 'lower quality' males," Langerhans says, "but reproduction is cheap in males and so selection favors ways of mating with as many females as possible. In Gambusia, some females, including G. quadruncus, have evolved modifications that appear to function as a blocking device ? essentially a big ball of tissue blocking most of the genital pore ? restricting entry of the male's gonopodial tip. Thus, the female would have to behaviorally allow the male to mate or the male would have to evolve a counter response to avoid this problem."

The four-hooked genitalia could be that counter-response, Langerhans says.

"Having four hooks on the gonopodium may provide a means of overcoming female resistance, latching on to the gonopore and transferring sperm in a manner that facilitates effective sperm transfer. Or it may serve to stimulate the female in a manner that causes responses in the female that facilitate effective sperm transfer," Langerhans says.

Somewhat similarly, the colorful anal spot on females appears to serve as a signal that only certain males are desired for mating.

"The differing, species-specific female anal spots appear to influence male mating behavior by signaling the location of the gonopore to the male, sometimes indicating the reproductive status of the female, and distinguishing fish of their own species from fish of other species to reduce costly cross-breeding, which can result in fish with reduced fitness," Langerhans says. "So it may be that G. quadruncus evolved different anal spots to help reduce interspecies matings and possible formation of hybrids."

Death Valley regains record for hottest place on Earth

It took 99 years, but Death Valley finally got the record.

The World Meteorological Organization announced last week that it now considers Death Valley National Park the hottest place on Earth.

The highest recorded surface temperature of 134 degrees (56.7 degrees Celsius) was measured on July 10, 1913, at Greenland Ranch ? now fittingly called Furnace Creek.

That was apparently surpassed on Sept. 13, 1922, with a reading of 136.4 degrees (58 C) in what is now Libya.

But that reading long has been disputed. An international panel investigated and found a number of mistakes had been made at the time by an inexperienced observer.

The record reading at Death Valley came during a week of extreme heat in which the high reached at least 127 degrees each day.

The ranch caretaker, Oscar Denton, was also the region's weather observer and reportedly said of the 134-degree day: "It was so hot that swallows in full flight fell to the Earth dead. When I went out to read the thermometer with a wet Turkish towel on my head, it was dry before I returned."

Anti-Japan protests widen, China struggles to rein in anger

BEIJING, China (Reuters) - Angry anti-Japan protesters took to the streets of Chinese cities for a second day on Sunday, with Japan's prime minister urging Beijing to protect his country's companies and diplomatic buildings from fresh assaults over a territorial dispute.

In the biggest flare-up in protests over East China Sea islands claimed by China and Japan, police fired tear gas and used water cannon to repel thousands of protesters occupying a street in the southern city of Shenzhen, near Hong Kong.

The protests erupted in Beijing and many other cities on Saturday, when demonstrators besieged the Japanese embassy, hurling rocks, eggs and bottles, and testing cordons of police.

Demonstrators looted shops and attacked Japanese cars and a restaurant in at least five Chinese cities. Protesters also broke into a dozen Japanese-run factories in the eastern city of Qingdao, according to the Japanese broadcaster NHK.

"Regrettably, this is a problem concerning the safety of Japanese nationals and Japan-affiliated companies," Japanese Prime Minister Yoshihiko Noda told a talk show on NHK. "I would like to urge the Chinese government to protect their safety."

The protests, the latest setback in long-troubled relations between Beijing and Tokyo, followed Japan's decision on Tuesday to buy the disputed islands, which Tokyo calls the Senkaku and Beijing calls the Diaoyu and which could contain valuable gas reserves, from a private Japanese owner. Beijing called that decision a provocative violation of its sovereignty.

China is struggling to find a balance between venting public anger against Japan and containing violence that could backfire ahead of a delicate leadership succession.

CALLS FOR BOYCOTTS, SANCTIONS

"China has a lot of problems, but Diaoyu is one thing that everyone in this country agrees on," said He Guoliang, 26, part of a smaller crowd that resumed protesting in Beijing on Sunday.

"There are some lines you don't cross."

A six-deep cordon of anti-riot police guarded the Japanese embassy in Beijing as demonstrators, some throwing water bottles, resumed their protest on Sunday.

"If Japan does not back down we must go to war. The Chinese people are not afraid," said 19-year-old-student Shao Jingru.

"We are already boycotting Japanese goods," he said. "The government should adopt sanctions on Japan, increase duties on their goods to show them that we are serious."

Police used loud speakers to tell protesters they should respect the law. Another protester, a student named Xia Zhelin, said: "Our patience with Japan is exhausted."

In Shanghai, about 1,500 people marched towards the Japanese consulate, where they were allowed to enter cordoned-off areas in small groups. Protesters carried flags and images of late Communist leader Mao Zedong as hundreds of police looked on.

Police headed off a crowd of at least 2,000 protesters who were trying to charge into the U.S. consulate in the southwestern city of Chengdu. Protesters said they wanted the United States "to listen to their voices".

The Nikkei business newspaper said on Sunday demonstrators had earlier attacked two Panasonic electronic parts plants in the eastern cities of Qingdao and Suzhou. The company will decide whether to continue operations after checking the damage.

Toyota vehicle dealerships were also set on fire and many vehicles were damaged, it said, citing Toyota's China unit.

Tong Zeng, a businessman in Beijing and president of the China Federation for Defending the Diaoyu Islands, said these were the most widespread protests against Japan he had seen and that the protests reflected pent-up social frustrations.

"Some ordinary people have a kind of blind hatred of Japan, and as soon as you mention Japan they will show that," he said.

LEADERSHIP PRESSURES

The flare-up has come while Asia's two biggest economies focus on domestic political pressures, narrowing the room for diplomatic give-and-take. Noda's government faces an election in months, adding pressure on him not to look weak on China.

China's ruling Communist Party is preoccupied with a leadership turnover, with President Hu Jintao due to step down as party leader at a congress that could open as soon as next month. While the public indignation against Japan could help to foster unity, it has also exposed widespread public impatience for a tougher line from Beijing.

Chinese state media praised "rational" expressions of anger but warned that violence could backfire against Beijing.

"Raging expressions of patriotism will only bring joy to the (Japanese) evil doers, put our foreign policy on the defensive and wound the feelings of compatriots," the People's Daily, the Communist Party's main paper, said in a website commentary.

The territorial dispute escalated on Friday when China sent six surveillance ships to the group of uninhabited islets.

Despite their deepening economic ties, China and Japan have long been at odds over bitter memories of Japan's military aggression in the 1930s and 1940s. Relations chilled in 2010 after Japan arrested a Chinese trawler captain whose boat collided with Japanese coastguard vessels near the islands.

The protests could continue for days yet. On Tuesday, China marks its official September 18 memorial day for Japan's war-time occupation of China.

Japan's newly designated ambassador to China, Shinichi Nishimiya, died in Tokyo on Sunday, Japan's Foreign Ministry said. He had collapsed several days earlier.

New book 'Total Addiction' describes the magic attraction of a total solar eclipse

Seeing a total solar eclipse is often described as a once-in-a-lifetime experience. Nevertheless, for many who have experienced totality, once-in-a-lifetime is simply not enough. They want more and are willing to go to great lengths, often at great expense, to repeat the experience. However, total solar eclipses are very rare events, occurring on average every 18 months, often make limited landfall or pass over sparsely inhabited landscapes. But in contrast to the late 1800s, where only scientists could journey to the path of totality, travelling today is much more affordable and accessible. In fact, it has never been easier to be an eclipse chaser. A new book, Total Addiction by Kate Russo, is all about the passion for total solar eclipses.

What is it like to experience totality? What is the motivation of chasing eclipses? And is there an eclipse chaser personality? Kate gives answers to those who haven't yet experienced a total solar eclipse. She describes totality as an event that allows a person to experience the three-dimensional nature of the Universe: You are standing on a planet, observing another heavenly body cross paths with a third. The scale is unimaginable, yet here it is happening right on top of you and around you. You can literally feel the ominous shadow of the Moon, rushing towards you at a speed of up to 5,000 miles per hour. Then the Sun, the Moon and Earth are all in perfect alignment and people are in awe.

Even though Kate is a professional psychologist and skilled in communication, unfolding the thrill of experiencing a total eclipse is a challenge. The book uses two approaches in order to reveal the special moments of totality. The first approach is the description of physical and emotional reactions of the observers and the explanation why they produce such an intense response. The second consists of detailed interviews with eclipse chasers, which provide a more detailed understanding of why the experience of totality has such an impact upon those who experience it.

Total Addiction describes the people who dedicate their lives to chasing their dream. And it gives tips for those who have never experienced totality. Protesters attack U.S. offices in Libya, Egypt over anti-Islam film

CAIRO (AP) ? A movie attacking Islam's prophet Muhammad sparked assaults on U.S. diplomatic missions in Libya and Egypt on Tuesday. A Libyan security official reported an American was shot to death as protesters burned the U.S. consulate in Benghazi, and in Cairo, protesters scaled the walls of the U.S. embassy walls and replaced an American flag with an Islamic banner.

It was the first such assaults on U.S. diplomatic facilities in either country, at a time when both Libya and Egypt are struggling to overcome the turmoil following the ouster of their longtime leaders, Moammar Gadhafi and Hosni Mubarak in uprisings last year.

The protests in both countries were sparked by outrage over a video being promoted by an extreme anti-Muslim Egyptian Christian campaigner in the United States.

In the eastern Libyan city of Benghazi, a large mob stormed the U.S. Consulate, with gunmen firing their weapons, said Wanis al-Sharef, an Interior Ministry official in Bengazi. A witness said attackers fired automatic weapons and rocket-propelled grenades at the consulate they clashed with Libyans hired to guard the facility.

Outnumbered by the crowd, Libyan security forces did little to stop them, al-Sharef said.

The crowd overwhelmed the facility and set fire to it, burning most of it and looting the contents, witnesses said.

Hours before the Benghazi attack, hundreds of mainly ultraconservative Islamist protesters in Egypt marched to the U.S. Embassy in downtown Cairo, gathering outside its walls and chanting against the movie and the U.S. Most of the embassy staff had left the compound earlier because of warnings of the upcoming demonstration.

"Say it, don't fear: Their ambassador must leave," the crowd chanted.

Dozens of protesters then scaled the embassy walls, and several went into the courtyard and took down the American flag from a pole. They brought it back to the crowd outside, which tried to burn it, but failing that tore it apart.

The protesters on the wall then raised on the flagpole a black flag with a Muslim declaration of faith, "There is no god but God and Muhammad is his prophet." The flag, similar to the banner used by al-Qaida, is commonly used by ultraconservatives around the region.

The crowd grew throughout the evening with thousands standing outside the embassy. Dozens of riot police lined up along the embassy walls but did not stop protesters as they continued to climb and stand on the wall - though it appeared no more went into the compound.

The crowd chanted, "Islamic, Islamic. The right of our prophet will not die." Some shouted, "We are all Osama," referring to al-Qaida leader bin Laden. Young men, some in masks, sprayed graffiti on the walls. Some grumbled that Islamist President Mohammed Morsi had not spoken out about the movie.

A group of women in black veils and robes that left only their eyes exposed chanted, "Worshippers of the Cross, leave the Prophet Muhammad alone."

By midnight, the crowd had dwindled. The U.S. Embassy said on its Twitter account that there will be no visa services on Wednesday because of the protests.

A senior Egyptian security official at the embassy area said authorities allowed the protest because it was "peaceful." When they started climbing the walls, he said he called for more troops, denying that the protesters stormed the embassy. He spoke on condition of anonymity because he was not authorized to speak to reporters.

The Cairo embassy is in a diplomatic area in Garden City, where the British and Italian embassies are located, only a few blocks away from Tahrir Square, the center of last year's uprising that led to the ouster of Hosni Mubarak. The U.S. Embassy is built like a fortress, with a wall several meters (yards) high. But security has been scaled back in recent months, with several roadblocks leading to the facility removed after legal court cases by residents.

The Egyptian Foreign Ministry promised in a statement to provide the necessary security for diplomatic missions and embassies and warned that "such incidents will negatively impact the image of stability in Egypt, which will have consequences on the life of its citizens."

One protester, Hossam Ahmed, said he was among those who entered the embassy compound and replaced the American flag with the black one. He said the group has now removed the black flag from the pole and laid it instead on a ladder on top of the wall.

"This is a very simple reaction to harming our prophet," said another, bearded young protester, Abdel-Hamid Ibrahim.

In Washington, State Department spokeswoman Victoria Nuland said Egyptian police had removed the demonstrators who entered the embassy grounds. Speaking before reports of the slain American emerged, she condemned the attack on the consulate in Libya "in the strongest terms."

Muslims find it offensive to depict Muhammad in any fashion, much less in an insulting way. The 2005 publication of 12 caricatures of the prophet Muhammad in a Danish newspaper triggered riots in many Muslim countries.

A 14-minute trailer of the movie that sparked the protests, posted on the website YouTube in an original English version and another dubbed into Egyptian Arabic, depicts Muhammad as a fraud, a womanizer and a madman in an overtly ridiculing way, showing him having sex and calling for massacres.

A YouTube spokesman said the website would not take down the video at this point. The spokesman said the website's policy is to remove videos that include a threat of violence, but not those only expressing opinions.

"We take great care when we enforce our policies and try to allow as much content as possible while ensuring that our Community Guidelines are followed," the YouTube representative said. "Flagged content that does not violate our Guidelines will remain on the site."

Sam Bacile, an American citizen who said he produced, directed and wrote the two-hour film, said he had not anticipated such a furious reaction.

"I feel sorry for the embassy. I am mad," Bacile said.

Speaking from a telephone with a California number, Bacilesaid he is Jewish and familiar with the region. Bacile said the film was produced in English and he doesn't know who dubbed it in Arabic. The full film has not been shown yet, he said, and he said he has declined distribution offers for now.

"My plan is to make a series of 200 hours" about the same subject, he said.

Morris Sadek, an Egyptian-born Christian in the U.S. known for his anti-Islam views, told The Associated Press from Washington that he was promoting the video on his website and on certain TV stations, which he did not identify.

Both depicted the film as showing how Coptic Christians are oppressed in Egypt, though it goes well beyond that to ridicule Muhammad - a reflection of their contention that Islam as a religion is inherently oppressive.

"The main problem is I am the first one to put on the screen someone who is (portraying) Muhammad. It makes them mad," Bacile said. "But we have to open the door. After 9/11 everybody should be in front of the judge, even Jesus, even Muhammad."

For several days, Egyptian media have been reporting on the video, playing some excerpts from it and blaming Sadek for it, with ultraconservative clerics going on air to denounce it.

Medhat Klada, a representative of Coptic Christian organizations in Europe, said Sadek's views are not representative of expatriate Copts.

"He is an extremist ... We don't go down this road. He has incited the people (in Egypt) against Copts," he said, speaking from Switzerland. "We refuse any attacks on religions because of a moral position."

But he said he was concerned about the backlash from angry Islamists, saying their protest only promotes the movie. "They don't know dialogue and they think that Islam will be offended from a movie."

China VP's absence raises succession questions

BEIJING (AP) ? For China's Communist Party, it should be easy to quash all that speculation ? from plausible to outlandish ? about the unexplained absence of the country's next leader. Just trot him out in public to show that he is hale and hearty.

Yet, as Xi Jinping's absence carried into an 11th day Wednesday, party officials were saying nothing. Their silence only added to the rumors' momentum and raised an important question: What happens to China's once-a-decade leadership transition if the 59-year-old is unable to assume the mantle of power as planned later this fall?

Xi, China's vice president, has not been seen in public since Sept. 1. He has missed planned meetings with U.S. Secretary of State Hillary Rodham Clinton and other foreign dignitaries.

The most plausible speculation centers on some sort of health crisis, ranging from a muscle pulled while swimming or during a pickup soccer game, to a stroke or a heart attack. But some of the more far-fetched rumors have imagined him the victim of an assassination attempt or a political feud with outgoing President Hu Jintao over the pace of political reform.

The latest claim, appearing Wednesday on Hong Kong's iSun Affairs website and sourced to an unidentified relative of Xi's, said he was merely busy preparing for the political transition and accompanying political reforms. It said his health was fine.

Given the runaway speculation, the silent approach is "even more reckless than controlling the message," allowing the rumor mill to turn faster and faster, said Kellee Tsai, a political scientist at Johns Hopkins University in the U.S.

But while party leaders' silence on the matter may be damaging, here's one thing it isn't: surprising. The country's top leaders live and work in a protective bubble with little exposure to public sentiment.

The party simply "does not think that the public has a right to know about the affairs of leading personnel unless the message is carefully controlled and positive," said Harvard University China expert Anthony Saich.

Richard Rigby, a former Australian diplomat and China expert at the Australian National University, said the Communist Party has become more sensitive to public opinion on certain issues, such as nationalism and social unrest. "But when it comes to the leadership, the old conspiratorial instincts of an underground party come to the fore," he said.

This tendency toward insularity has long been reinforced by the lack of a free press or independent monitoring groups that might demand answers. But it is now under threat from China's thriving blog and social media communities, especially the hugely popular Twitter-like service called weibo.

How the government responds to the new technology will be one of the "defining issues for the new leadership," Saich said.

Whatever the case, the leader-in-waiting's sudden disappearance on the eve of his ascension comes during a year full of unforeseen political developments that had already threatened hopes for a smooth party leadership transition.

In March, one of China's most charismatic and ambitious politicians, Bo Xilai, fell from power and touched off a dramatic scandal that led to his wife's conviction for murdering a British businessman. Bo's own case remains unsettled, and an expected announcement on how the party plans to deal with him had been expected by now, perhaps a sign that the leadership is divided on Bo and has not reached a consensus on what to charge him with.

More recently, one of the president's closest advisers was reassigned amid reports of his son's death in March in a speeding Ferrari accompanied by two undressed women.

If Xi's absence is indeed health-related, he would join some of his forebears among the ruling elite who suddenly vanished for health reasons with no explanation. The party barred all discussion about the frequent absences of Politburo Standing Committee member Huang Ju, who died of illness in 2007. And then-Premier Li Peng also disappeared for several weeks in 1993 after what was believed to have been a heart attack.

Health issues are especially sensitive among top leaders because of the need for them to appear youthful and energetic. China's overwhelmingly male leaders continue to dye their hair jet black well into their 70s and beyond, which helps to ward off accusations of frailty or being out of touch.

If Xi's absence were to linger, it might also disrupt plans for the party congress, where Xi is to succeed Hu as party leader. The dates for the congress, held once every five years, were expected to be announced following a meeting of the 25-member Politburo this month, but it may have to be delayed if Xi remains out of action.

And if he is permanently indisposed, it isn't at all clear what would happen next, due to the opacity of the party's functions and its failure to institutionalize the succession process.

Xi was picked five years ago to succeed Hu by an undefined formula. Before that, many observers had pegged Executive Vice Premier Li Keqiang as China's next president. If Xi were unable to assume power, much attention will probably turn to Li, who is now set to take over from Premier Wen Jiabao as the party's No. 3 ranking official, with chief responsibility for managing China's economy, the world's second largest.

Yet Minxin Pei, a China politics expert at Claremont McKenna College in California, said Li would not automatically be next in line, at least not right away. A compromise candidate might rise to the fore and Li would be forced to wait until the next congress in 2017.

"Another battle would be fought," Pei said. "With several strong contenders."

Expansion pushed Digital Domain from "Titanic" to bankruptcy

(Reuters) - Digital Domain Media's filing for bankruptcy protection on Tuesday is the latest twist in a Hollywood saga that started when James Cameron launched the special effects powerhouse for his film "Titanic" and ended with its outgoing chief executive firing off a letter that called the board's decision-making "not only unwise but without compassion."

The company, which created special effects for this summer's blockbuster "The Avengers" and the "Transformers" movies filed for Chapter 11 with $14 million in debt but $50.7 million in losses through June 30 after a two-year spree in which it agreed to finance a Hollywood film, open an animation studio, help run studios in Abu Dhabi and China, and to create a college in Florida to award four-year animation degrees.

"Special effects is a low-margin investment so they tried to leverage their expertise," said Tony Wible, an analyst with Janney. "The problem is that the investments were costing more than they were able to bring in."

Wible dropped coverage of the company on September 7, saying the company's new investments "have impaired profitability and have triggered a liquidity crisis."

Some of the investments put the company's board at odds with Chief Executive John Textor, a tech company investor and one-time chairman of an online baby products company, who led a buyer group in 2006 that included former football star Dan Marino and Hollywood director Michael Bay. Textor owns 23.9 percent of the company, according to his latest filing.

On August 22, the board created a special committee and brought in turnaround expert Michael Katzenstein, who reports to the committee. Textor quit, saying in a filing that he would "likely engage legal and financial advisors" and could put together a group to buy the part of the company he didn't already own.

The breaking point was the company's plan to close down its animation studio for which the state of Florida and the city of Port St. Lucie had provided $135 million in tax credits, grants and funds from a $30.7 million city bond offering. Digital Domain laid off more than 200 people.

Textor, who had negotiated the deal and promised to bring new jobs to south Florida, quit and sent a blistering letter to the board, saying "the people of Florida welcomed us with open arms and we certainly owe them greater consideration."

"I think the outcome was not only unwise, but also without compassion," he added in his resignation letter. "It is never a bad time to reverse a bad decision."

A lawyer for Textor would not comment.

Textor hasn't said if he intends to make an offer, said Katzenstein, Digital Domain's chief restructuring officer. The company said it will sell most of the company's assets to Starlight Capital Partners for $15 million and that Hudson Bay Master Fund would provide $20 million in debtor-in-possession financing.

"This is still a highly pedigreed company and at the upper echelon of what it does," said Katzenstein, who said he can't speak for the new owners but expects them to revisit the company's decision to jointly run special effects studios in Abu Dhabi and China. The company's Digital Domain Institute animation school at Florida State University is not part of Starlight's acquisition.

Textor's noisy departure from the company is strangely similar to the 1998 departure by Cameron, who battled with the board over its insistence of bringing in outside investors IBM and Cox Communications. His departure killed a planned IPO and Cameron did not use Digital Domain for his hit, "Avatar."

Digital Domain is likely to stay in the film business, says Katzenstein. The company is on the hook for some of the costs of the $100 million film Harrison Ford futuristic film "Ender's Game" that Lions Gate is scheduled to release next year. As of June 30, it had paid $17.2 million toward the production, the company says.

Digital Domain will share in the profits, if any, and also pay itself a fee for the special effects, said Katzenstein. And making films, he adds, is "a mature business compared to the venture financed efforts this company had elsewhere."

Turkey steps up offensive against Kurdish rebels

DIYARBAKIR, Turkey (Reuters) - Turkey's armed forces have killed more than 50 suspected Kurdish militants in two separate operations over the past week, security sources said on Monday, one of them involving air strikes over the border in northern Iraq.

The military said in a statement that Turkish jets hit 14 targets in northern Iraq between September 5-9 and that 25 militants were "rendered ineffective" by the operation, a term it uses to refer to rebels being killed, wounded or captured.

The strikes were part of a large ground-and-air offensive against fighters from the separatist Kurdish Workers Party (PKK) in southeastern Turkey last week, involving 2,000 troops as well as F-16 fighter jets and attack helicopters.

Security sources said last week Turkish warplanes had struck targets inside Iraq and that 26 PKK fighters had been killed on Turkey's side of the border alone since the start of the operation, which focused on Sirnak province bordering Iraq and Syria.

On Monday, security sources said Turkish troops had killed a further 26 PKK militants in a separate operation over the weekend in Turkey's southeastern Hakkari province.

It is was not immediately possible to independently verify the death toll.

This summer has been one of the bloodiest in Turkey since the PKK, which is considered a terrorist organization by Turkey, the United States and the European Union, took up arms against the state in 1984 with the aim of carving out a Kurdish state.

More than 40,000 people have been killed in the nearly three-decade-old conflict.

The Turkish military said it had killed 330 PKK militants inside Turkey between February and August and that 88 Turkish soldiers had been killed between the start of the year and the end of last week, at least 10 troop deaths per month.

One soldier was killed by an improvised explosive device in Sirnak province on Sunday, while two soldiers were killed and seven wounded during the clashes in neighboring Hakkari, security sources said.

Turkey has stepped up air operations on suspected PKK rebels in northern Iraq over the past year after an increase in PKK attacks, and the raids have fuelled tension between Ankara and the Kurdistan Regional Government (KRG).

Ankara has linked the surge in violence to the unrest in neighboring Syria and Prime Minister Tayyip Erdogan has accused Syria's President Bashar al-Assad of arming the PKK militants.

Turkey has raised the possibility of military intervention in Syria if the PKK were to launch attacks from Syrian soil. On Wednesday, the military conducted a major military exercise on the Syrian border, a clear warning to Damascus.

Clinton sees Congress moving on Russia trade measure

VLADIVOSTOK, Russia (Reuters) - The U.S. Congress may move this month to upgrade trade relations with Russia, a key part of the Obama administration's effort to bolster sometimes strained ties with Moscow and open the Russian market to more U.S. companies, Secretary of State Hillary Clinton said on Saturday.

Clinton, addressing the Asia Pacific Economic Forum (APEC) meeting in Vladivostok, said the Obama administration was working closely with Congress on lifting the 1974 Jackson-Vanik amendment, Cold War-era legislation which has blocked normal trade privileges for Russia.

"To make sure our companies get to compete here in Russia, we are working closely with the United States congress to terminate the application to Jackson-Vanik to Russia and grant Russia permanent normalized trade relations," Clinton said.

"We hope that the Congress will act on this important piece of legislation this month."

Congress is under pressure to approve the permanent normal trade relations (PNTR) bill because of Russia's entry into the World Trade Organization (WTO) last month, a move the United States strongly supported.

U.S. business groups hope the House of Representatives and Senate will pass the legislation in September before lawmakers return home to campaign. Businesses worry that without it U.S. firms may not get access to newly opened services markets and be subject to potential arbitrary Russian trade reprisals.

But with concerns in Congress about Moscow's support for Iran and Syria, as well as its broader human rights record, the timing of a vote remains unclear.

The Jackson-Vanik amendment tied normal tariff treatment for goods from the former Soviet Union to the rights of Jews to emigrate. Russia has been deemed in compliance for nearly two decades, but the law nevertheless remains on the books despite WTO rules which require members to provide normal trade relations to one another on an unconditional basis.

Congress may add further conditions to any PNTR legislation, including a measure known as the "Magnitsky bill" to punish Russian officials for alleged human rights violations.

Republican President candidate Mitt Romney, who has called Russia the "number one geopolitical foe" of the United States, has said he would only support PNTR for Russia if is accompanied by a measure to target Russian human rights violations.

U.S. officials said Clinton raised the broad question of human rights in her talks with Russian Foreign Minister Sergei Lavrov.

STANDING IN FOR OBAMA

Clinton is standing in at the Vladivostok summit for President Barack Obama, who is preparing for the November U.S. presidential election. She met Lavrov on Saturday, and was due to see President Vladimir Putin.

U.S. officials say Clinton's trip is partially aimed at assessing Russia's push to expand engagement in Asia, which parallels the Obama administration's "pivot" to the Asia-Pacific region following years of entanglement in military campaigns in Iraq and Afghanistan.

Clinton intended to stress to Putin that the United States welcomed a bigger Russian role in the region, and was seeking to build more cooperation, the officials also said.

Clinton and Lavrov signed deals pledging to work together both in the Antarctic and in the fragile region of the Bering Strait between Russia and Alaska.

They also discussed North Korea and Iran, where Moscow and Washington have been working in concert with other permanent members of the U.N. Security Council to pressure Tehran over its nuclear program.

But the United States and Russia remain at odds on a number of issues, including Syria, where Washington has accused Moscow and Beijing of blocking three successive efforts at the U.N. Security Council to approve tough measures against Damascus as it battles an armed rebellion.

The United States has angered Russia by going outside the United Nations to work with allies to support the Syrian opposition, but Clinton told Lavrov it was possible to return to the United Nations if Moscow and Beijing were ready to forego their vetoes and back stronger measures.

A U.S. official said Clinton, who also visited China this week, made the same comments to Chinese leaders.

"Her message was clear to both: if you guys are prepared to make the UNSC of value, we're prepared to work with you again," the official said.
