CARROLLTON, Ga. (AP) ? Trying to mount another comeback, Newt Gingrich skipped Tuesday's Republican presidential primaries in Michigan and Arizona to make a stand in the South and urged supporters in his home state to help him jumpstart his campaign.
Gingrich spoke before polls closed in the two primaries and made no reference to either contest. Next week, on "Super Tuesday," 10 states with a total of 419 delegates at stake will vote in the GOP race, including Georgia. He represented the state in the House for 20 years.
"I think re-electing Barack Obama will be a disaster," Gingrich said at the University of West Georgia, where he taught during the 1970s. "The challenge for us is to present a clear and compelling alternative so that the country has a really clear sense of what the difference is."
Gingrich was pinning his hopes on winning Georgia and showing strength in Tennessee, Oklahoma and other states voting March 6. He opened a three-day bus tour in Georgia to fend off rivals Mitt Romney and Rick Santorum.
Bypassing Tuesday's primaries, Gingrich gambled that one of his rivals would emerge as a weaker candidate and give him a chance to climb back into contention in the topsy-turvy race.
Gingrich has acknowledged that winning his home state is crucial to his campaign but has stopped short of saying a loss here would force him out of race.
"We have to gain delegates in a number of states and I think we will," Gingrich said in an interview with CNN. "We, frankly, made a decision that we'd put our resources into next Tuesday and beyond and recognize that we weren't in a position to compete head-to-head in Michigan."
He showed little signs of desperation in Carrollton, opening an event before college students with a lengthy story about removing a tree with a co-worker while he taught at the school.
At an earlier rally in Rome, Ga., Gingrich made more pointed remarks about Romney, calling him a moderate "pro-choice, pro-gun control, pro-tax increase governor" who would hurt the party's chances against Obama.
"I don't believe a moderate can beat President Obama. We tried a moderate in 1996, we lost badly. We tried a moderate in 2008, we lost badly," Gingrich said. Referring to separate health plans backed by both men, Gingrich said: "I don't think there is enough difference between Romneycare and Obamacare to have a debate. I think it would be silly."
Gingrich said his message about gas prices and advancing a plan to drive pump prices down to $2.50 a gallon was paying dividends. He accused Obama of not doing enough to keep gas prices down and said the president should approve the Keystone oil pipeline and allow more drilling in Alaska.
He quipped that a supporter told him that Obama's 9-9-9 plan ? a reference to former GOP candidate Herman Cain's tax plan ? "is $9.99 a gallon for gasoline."
During rallies throughout the day, Gingrich urged supporters to pass out leaflets at gas stations and have people calculate how much they'd save if gas prices dropped. He also asked them to spread the message on Twitter and "go on Facebook and put Newt(equals)$2.50 a gallon"
Without mentioning Gingrich by name, the White House called his energy plan unrealistic.
"There are numerous factors that go into a spike in global oil prices, and any politician who tells you otherwise is not being honest," said White House press secretary Jay Carney.

Abstract
BACKGROUND: In the National Polyp Study (NPS), colorectal cancer was prevented by colonoscopic removal of adenomatous polyps. We evaluated the long-term effect of colonoscopic polypectomy in a study on mortality from colorectal cancer.
METHODS: We included in this analysis all patients prospectively referred for initial colonoscopy (between 1980 and 1990) at NPS clinical centers who had polyps (adenomas and nonadenomas). The National Death Index was used to identify deaths and to determine the cause of death; follow-up time was as long as 23 years. Mortality from colorectal cancer among patients with adenomas removed was compared with the expected incidence-based mortality from colorectal cancer in the general population, as estimated from the Surveillance Epidemiology and End Results (SEER) Program, and with the observed mortality from colorectal cancer among patients with nonadenomatous polyps (internal control group).
RESULTS: Among 2602 patients who had adenomas removed during participation in the study, after a median of 15.8 years, 1246 patients had died from any cause and 12 had died from colorectal cancer. Given an estimated 25.4 expected deaths from colorectal cancer in the general population, the standardized incidence-based mortality ratio was 0.47 (95% confidence interval [CI], 0.26 to 0.80) with colonoscopic polypectomy, suggesting a 53% reduction in mortality. Mortality from colorectal cancer was similar among patients with adenomas and those with nonadenomatous polyps during the first 10 years after polypectomy (relative risk, 1.2; 95% CI, 0.1 to 10.6).
CONCLUSIONS: These findings support the hypothesis that colonoscopic removal of adenomatous polyps prevents death from colorectal cancer. (Funded by the National Cancer Institute and others.).

Update from US Citizenship and Immigration Services
USCIS is considering changes that would allow certain immediate relatives (the spouse, children or parents of a U.S. citizen) who can demonstrate extreme hardship to a U.S. citizen spouse or parent to receive a provisional waiver of the unlawful presence bars before leaving the United States.
These procedures are not in effect and will not be available to potential applicants until USCIS publishes a final rule in the Federal Register specifying the effective date. USCIS plans to publish a notice of proposed rulemaking in the coming months and will consider all comments received as part of that process before publishing a final rule.
- Do not send an application requesting a provisional waiver at this time.?USCIS will reject any application requesting this new process and we will return the application package and any related fees to the applicant. USCIS cannot accept applications until a final rule is issued and the process change becomes effective.?
- Be aware that some unauthorized practitioners of immigration law may wrongly claim they can currently file a provisional waiver application (Form I-601) for you. These same individuals may ask you to pay them to file such forms although the process is not yet in place. Please avoid such scams. USCIS wants you to learn the facts about protecting yourself and your family against scammers by visiting uscis.gov/avoidscams.

Emergency Medical Assistance: Recently, 2,300 Minnesotans received letters informing them that they would no longer qualify for Emergency Medical Assistance (EMA) beginning January 1, 2012. Specifically, due to changes made during the 2011 special legislative session, EMA would no longer cover such treatment as dialysis, chemotherapy, in-patient treatment, or mental health treatment. Due to the nature of who EMA covers, these changes impacted only non-citizens. The persons affected ranged from children to the elderly; from undocumented parents with U.S. citizen children to persons who have been legal permanent residents in Minnesota for years. Among other actions, ILCM began taking calls from affected immigrants and community partners almost immediately. Thanks to the generosity of the Minneapolis Foundation, we were recently able to hire a part-time attorney to screen immigrants for possible immigration relief such as applying for U.S. citizenship, U-visas, or a family petition to address both their immigration status and their eligibility to access life-saving healthcare. ILCM is also working hard with multiple partners to try to reinstate EMA coverage for as many persons as possible. WELLINGTON, New Zealand (AP) ? As families of the 185 people killed in the Christchurch earthquake marked the one-year anniversary of the disaster Wednesday, signs of a city still broken were all around them.
Hundreds of wrecked buildings downtown are still waiting to be torn down so reconstruction can begin in earnest ? many of them within sight of the morning ceremony at Latimer Square.
The slow pace of recovery is drawing criticism from residents and developers as it wears at the reputation of Mayor Bob Parker, who was praised in the days following the quake for his leadership and for calmly articulating the pain and frustration many were feeling.
"There are many unknowns, there are questions still to be answered, suburbs to be rebuilt and a city to be rebuilt," Parker said at a larger ceremony later Wednesday in the city's North Hagley Park. "We've had our differences, creative and otherwise. But that is not who we really are."
Wednesday was a day of reflection amid what has become a battle between city leaders and many Christchurch residents and developers.
More than 10,000 people stood in silence, some in tears, at the park while police officers and firefighters read out the full list of victims. That was followed by two minutes of silence at 12:51 p.m., the minute the magnitude-6.1 quake struck.
The earthquake destroyed thousands of homes and other buildings, causing 30 billion dollars ($25 billion) in damage by the government's estimate.
Downtown is still a wasteland. About 1,400 buildings there were irreparably damaged, and many still stand. Basic downtown infrastructure like the sewerage system has not yet been repaired, and vital decisions about where to locate major structures in a new-look city ? including a proposed sports stadium, library and conference center ? remain incomplete.
Many now question whether Parker and council members have what it takes to lead the city through the rebuild.
"The council is seen as being at war with the community and with businesses," said Hugh Pavletich, a developer and city critic. "It's an old culture which is bureaucratized and which is severely impeding progress."
To be sure, ongoing aftershocks and balking insurers also have held back the rebuild. But the political infighting hasn't helped.
New Zealand's government recently appointed an observer to oversee what it describes as the "dysfunctional" council. Gerry Brownlee, the government's earthquake recovery minister, recently called Parker a "clown," a comment he later retracted. Earlier this month, several thousand Christchurch residents took to the streets, demanding that the mayor, council members and senior officials resign.
Parker and council members unveiled a draft downtown plan last August. It included terraced housing and a new light rail system. Critics said it was stuffed with unrealistic pet projects and didn't allow developers enough freedom. Brownlee is considering a pared-back version of the plan and is expected to release his own vision soon.
Parker says the city considered more than 100,000 submissions for the plan and that critics form a vocal minority.
Christchurch developer Angus McFarlane said he now expects the commercial core of the city will take 10 years to rebuild and will contain just 30 percent of the retail and office space it did before the quake. He said he's unsure whether he will reinvest in the city.
He said adaptations made by many businesses after the earthquake ? such as working remotely and turning to smaller spaces ? will make them unwilling to return to a high-cost city center.
"A lot of people are waking up and saying, 'Gee, this is marvelous, we should have done this years ago,'" McFarlane said.
Parker said the city center will be more condensed than it was before and won't have the tall office buildings it once did. But he said it will be more dynamic, livable and green.
"You're not going to satisfy everybody," he said.
Despite the concerns, residents and businesses have so far remained in the city in numbers that have surprised many. When Statistics New Zealand measured the population of Christchurch four months after the earthquake, it found the population had declined by just 2.4 percent, to 368,000, despite the loss of more than 5,000 homes.
Peter Townsend, the chief executive of the Canterbury Employers' Chamber of Commerce, said that business receipts continue to come in at more than 95 percent of the level recorded before the quake.
Some parts of the city that have picked up the slack are now booming.
"Business has been remarkably resilient," Townsend said.
However, he said people need to start thinking about downtown Christchurch in a new way.
"There's still a perception that we are going to rebuild it much like it was," he said. "It's completely untrue."
Instead, Townsend said he envisions the creation of seven or eight small retail hubs, or villages, around major structures like the hospital and the convention center.
Brownlee, the earthquake minister, said he understands people's frustration at the pace of the rebuild but added that they need to remember that the earthquake was a massively disruptive event. He said it's more important to get things right than to rush, and that reconstruction remains on track despite the city's political problems.
Brownlee said it's important for land prices to fall in the city to encourage new investment. Overall, he said, he has high hopes for a revamped downtown.
"I feel it will be quite new, quite clean, quite shiny, and safe," he said. "People say it's going to be a smaller city, but I'm not convinced. It's certainly going to be in a tighter area, and it's going to be integrated a lot better."
Asked when downtown might be ready for business, Brownlee said he simply cannot predict.

Campaign officials confirm Obama's Chicago-based organization has begun combing through the former Pennsylvania senator's background looking for possible lines of attack. It also emailed Obama's Pennsylvania supporters this past week asking for material that could be used against Santorum in upcoming speeches and ads.
The move reflects Santorum's sudden surge in nationwide opinion polls and a spate of recent primary-season victories over Romney.
"Circumstances have changed," explained Obama's deputy campaign manager, Stephanie Cutter.
Romney, the former Massachusetts governor, still leads the delegate race with 123, compared with 72 pledged to Santorum and 32 to former House Speaker Newt Gingrich, according to the most recent AP tally.
But after capturing Republican caucuses in Minnesota and Colorado and a non-binding primary in Missouri on Feb. 7, Santorum has enjoyed a burst of attention ? and fundraising.
Moreover, in high-stakes Michigan, where primary voters cast ballots a week from Tuesday, several polls in the past week gave him a lead, even though it's Romney's native state. The margin has ranged from four points in a Detroit News poll to nine in a Mitchell/Rosetta Stone survey.

Press Secretary Jay Carney recently shot back at Romney's criticism of the mandate for church-run organizations to cover birth control. "The former governor of Massachusetts is an odd messenger on this," Carney said, noting the state enforced a similar rule under Romney.
Obama himself has sometimes seemed to target Romney, though without using his name ? as when he derides those who, like Romney, opposed his auto bailout.
However, with all the attention on Santorum now, Obama's campaign, at least, is reconsidering.
Cutter said it's simply a reflection of "the way the Republican race is unfolding."
